Updated sanction notification

The State Secretariat for Economic Affairs (SECO) has published an amendment to the ordinance of October 2, 2000 on measures against persons and organizations with connections to Usama bin Laden, the “Al-Qaïda” group or the Taliban (SR 946.203).

With the decision of March 15, 2023, the responsible UN sanctions committee changed the list of persons, companies and organizations sanctioned in this context. The change is directly applicable in Switzerland. Therefore, on 17 March 2023, the sanctions database SESAM (SECO Sanctions Management), which is relevant for Switzerland, was adjusted and the adjustment published on its website .

In accordance with the provisions of the ordinance, the financial intermediaries are required to implement the bans, to freeze the assets of the sanctioned persons and to report the affected business relationships to SECO. The report to SECO does not release a financial intermediary from carrying out additional investigations in accordance with Art. 6 AMLA in the event of suspicions and, if they cannot clear them up, from immediately reporting to the money laundering reporting office in accordance with Art. 9 AMLA.

Security Council ISIL (Da’esh), Al-Qaida Sanctions Committee Amends 102 Entries on Its Sanctions List

On 15 March 2023, the entries below on the ISIL (Da’esh) and Al-Qaida Sanctions List of individuals and entities subject to the assets freeze, travel ban, and arms embargo set out in paragraph 1 of Security Council resolution 2610 (2021) were amended following the 2021 Annual Review conducted in accordance with paragraphs 90 and 91 of resolution 2610 (2021).

The following technical amendments were implemented on all the entries below:  in the field “Other information”, text was added as follows:  Review pursuant to Security Council resolution 2610 (2021) was concluded on 8 November 2022.
