Updated sanction report

The Federal Department of Economic Affairs, Education and Research E. March 2022 on measures related to the situation in Ukraine (RS 946.231.176.72).

On the 3rd In August 2022, the Federal Department of Economic Affairs, Education and Research EQ amended Annex 8 to the Regulation and published the adaptation on its website. The changes will take effect on the 3rd. August 2022 at 6 p.m.


In accordance with the provisions of the regulation, financial intermediaries are asked to implement the prohibitions, block the assets of the sanctioned persons and to report the business relationships concerned to SECO. The notification to SECO does not exempt a financial intermediary from providing additional clarifications in accordance with Art. 6 AMLA and if he cannot eliminate them, to report immediately to the reporting office for money laundering in accordance with Art. 9 of the Anti-Money Laundering Act.

SSID: 175-56377 Name: The Alexander Gorchakov Public Diplomacy Fund Spelling variant: Фонд общественной дипломатии Александра Горчакова) (Russian) Address: 10/1 Yakovoapostolsky pereulok, Moskau, 105064, Russian Federation Justification: Fund was established in 2010 by the Russian President Dmitry Medvedev. The founder of the Fund was the Russian Ministry of Foreign Affairs and the Minister of Foreign Affairs is the head of the board of trustees. The Ministry funds the work of the

Gorchakov Fund, which in turn grants funding to think tanks and GONGOs. The Gorchakov Fund is designed to support Russian compatriots in the post-Soviet space in line with the Kremlin's ideological objectives. Projects organised by the Gorchakov Fund have been important elements of Russia’s foreign policy discourse. In 2015, the Government of Ukraine closed the Office of the Gorchakov Public Diplomacy Fund in Kyiv because of anti-state propaganda. Therefore, the Gorchakov Public Diplomacy Fund is responsible or actively supporting and benefitting from the Government of the Russian Federation, which is responsible for the annexation of Crimea and the destabilisation of Ukraine.
