SECO adds to Ukraine-related (Russia, really) sanctions (and amends a few, too)

The Federal Council on the 28th February 2022 decided to adopt the sanctions of the European Union (EU) against Russia and thus strengthen their effect. The existing regulation was therefore adopted on the 4th. March 2022 subjected to a total revision.

The regulation of the 4th March 2022 on measures related to the situation in Ukraine (RS 946.231.176.72) contains all Swiss measures and is legally authoritative.

The measures include, among other things:

Goods measures

  • Prohibitions on reusable goods, special military goods and goods for military and technological strengthening or for the development of the defense and security sector
  • Import ban on firearms, ammunition, explosives, pyrotechnic articles and shooting powders from Russia and Ukraine
  • Import ban on iron and steel products
  • Prohibitions on aerospace goods
  • Prohibitions on goods for the energy sector
  • Prohibitions on luxury goods
  • Export bans on kerosene and other goods such as industrial robots and chemical products
  • Import ban on coal and other goods such as cement, wood, fertilizer and caviar

Financial measures

  • Blocking of assets and provisioning bans
  • Reporting obligations for blocked assets
  • Prohibition of the issuance and trading of transferable securities and money market instruments
  • Prohibition of granting loans
  • Prohibition of receiving deposits over CHF 100,000 from Russian citizens or natural and legal persons in Russia
  • Reporting obligation for existing deposits of more than 100,000 francs
  • Prohibitions related to transactions with the Central Bank of Russia
  • Prohibitions on the provision of specialized messaging services for payment transactions and rating services
  • Prohibitions on transactions with certain state-owned companies

  • Prohibition of financial support for Russian public institutions

  • Import ban on goods originating in the designated areas without a certificate of origin issued by the Ukrainian authorities
