TL;DR: OFSI adds 350 to the Russia sanctions program (and amends 2)

UK regulators have added 350 new parties to the Russia sanctions program. Quite a few are members of the Duma (Federation Council of the Russian Federation), but some are being made under the “urgent procedure” – here’s one as an example:

7. ANANSKIKH, IGOR

Other Information: (UK Sanctions List Ref):RUS0672 (UK Statement of Reasons):Designated for the purposes of an asset freeze and a travel ban under the Russia (Sanctions) (EU Exit) Regulations 2019. The designation is made as a designation by name under the urgent procedure. The relevant provision by reference to which the Minister considers that condition B is met is the European Union’s Council Decision 2014/145/CFSP (as amended) concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine, and Council Regulation (EU) No 269/2014. The purposes of this provision correspond or are similar to the purposes of the UK’s Russia (Sanctions) (EU Exit) Regulations 2019, which have as their purposes to encourage Russia to cease actions destabilising Ukraine or undermining or threatening the territorial integrity, sovereignty or independence of Ukraine. You’ll notice that there isn’t much there in this one besides the boilerplate. The Duma members have this, too – I assume this is the consequence of the recently passed changes to designation procedures.
