SECO adds 85 to Belarus sanctions (and amends 1)

Updated sanction notification

The Federal Department of Economic Affairs, Education and Research EAER has published an amendment to the annex to the ordinance of 11 December 2020 on measures against Belarus (SR 946.231.116.9).

On July 6, 2021, the Federal Department of Economic Affairs, Education and Research EAER changed the list of persons, companies and organizations sanctioned in this context. The change is directly applicable in Switzerland. The EAER therefore adapted the SESAM (SECO Sanctions Management) sanctions database, which is relevant for Switzerland, on July 7, 2021 and published the adaptation on its website . The change will take effect on July 7, 2021 at 6 p.m.

The financial intermediaries are requested to block the relevant assets immediately and to report such business relationships to SECO in accordance with the provisions of the ordinance. Reporting to SECO does not release a financial intermediary from reporting to the Money Laundering Reporting Office immediately if the requirements are met in accordance with Art. 9 of the Money Laundering Act.

As the Head of the Intergovernmental Commission created by the Office of the General Prosecutor to investigate citizens' complaints about abuse of powers by law enforcement officers, Dzmitry Hara is responsible for inaction of this institution, since no case of such an investigation is known, despite applications for the initiation of criminal cases complaining about the use of violence, ill-treatment and torture. As of Mar 2021, he is the Chairman of the Investigative Committee of Belarus. In this position he is responsible for prosecuting human rights defenders and participants in peaceful protests. He is one of the main sources of state propaganda, which supports and justifies the repression of the democratic opposition and of civil society. In May 2020, Mukavozchyk became a recipient of the "Golden Pen" award from a pro-governmental organization Belarusian Union of Journalists. In Dec 2020, he received the prize "Golden Letter", handed over by representatives of the Belarussian Ministry of Information. In Jan 2021, Lukashenka signed a decree awarding Mukavozchyk a medal "For labour merits". He is therefore benefitting from and supporting the Lukashenka regime.
