August 13, 2018: EU, HMT change 2, remove 2 from South Sudan sanctions

On Monday, Her Majesty’s Treasury (HMT) implemented Council Implementing Regulation (EU) No 2018/1115 by amending the following two individual South Sudan designations: 

1. RENGU Malek Reuben Riak

Title: Lieutenant General DOB: 01/01/1960. POB: Yei, South Sudan

a.k.a: RUBEN, Malek Nationality: South Sudan Position: Deputy Chief of General Staff for Logistics and Deputy Chief of Defence Staff and Inspector General of the Army Other Information: UN listing only. [Listing to be treated as temporary for 30 days from the date of listing by the UN or until the EU adds the new listing to an existing sanction’s regulation (whichever is sooner) in accordance with Policing and Crime Act 2017]. UN Ref: SSi.008. [UN Listing (formerly temporary listing, in accordance with the Policing and Crime Act 2017]. As SPLA Deputy Chief of Staff for Logistics, Riak was one of the senior officials of the Government of South Sudan who planned and oversaw an offensive in Unity state in 2015 that resulted in widespread destruction and large population displacement. 2. AWAN Paul Malong

and removing the following 2 persons from those sanctions:

1. MALONG Paul

Other Information: Paul Malong was Chief of the General Staff of the SPLA (Sudan People’s Liberation Army) until May 2017. Listed on: 03/02/2018 Last Updated: 05/02/2018 13/08/2018 Group ID: 13609.

2. RIAK Malek Reuben

Title: Lieutenant General POB: Yei, South Sudan Position: Deputy Chief of Defence Staff and Inspector General of the government’s army Other Information: he served as Deputy Chief of Staff of the SPLA for Training (March 2016 – May 2017), and Deputy Chief of the SPLA (January 2013- March 2016).
