Anti-Money Laundering / Counter-Terrorist Financing
Suspicious Transaction Report
Further to our circular issued on 9 December 2015 Note 1 which reminds licensed corporations (“LCs”) and associated entities (“AEs”) to ensure that any suspicious transaction report submitted by them contains accurate, sufficient information of the transaction, person and entity involved, as well as a reasonably detailed analysis of the suspicion triggering the report, this circular draws the attention of LCs and AEs to a feedback report recently issued by the Joint Financial Intelligence Unit (“JFIU”) on the quality of suspicious transaction report (“STR”).
The feedback report (Feedback No. 191), which is set out in Annex A to the STR Quarterly Analysis – 3rd Issue 2017 available on the JFIU’s website Note 2, is reproduced in Appendix 1 to this circular. LCs and AEs should have regard to the criteria identified therein which may assist them in filing better quality STRs.
LCs and AEs are also encouraged to make reference to the reporting methods and advice available on the JFIU website at http://www.jfiu.gov.hk/index.html on fulfilling their statutory obligations to file STRs, as well as to browse from time to time for relevant materials in the STR Quarterly Analysis published in the secure area of the JFIU website.
LCs and AEs who have not already registered for access to the secure area of the JFIU website are strongly advised to apply for a login name and password by completing the registration form in Appendix 2 to this circular. The completed form should be submitted to the JFIU by fax to 2529 4013or by email to firstname.lastname@example.org.
