October 31, 2017: A little early to update CAPRICORN, isn’t it?

On Halloween, Her Majesty’s Treasury (HMT) implementing Commission Implementing Regulation (EU) No 2017/1974 by updating the following Libya sanctions listing:

 1. CAPRICORN

UN and EU listing. UN Ref LYe.004. IMO: 8900878. This designation is valid from 21 July to 18 January 2018  21 October 2017 unless terminated earlier. Flag State: Tanzania. As of 16 July 21 September 2017, the vessel was located off shore Cyprus  in international waters off the United Arab Emirates  Listed on: 25/07/2017 Last Updated: 07/08/2017  31/10/2017   Group ID: 13519.

extending the date the listing expires. Reminder: unlike the port restrictions imposed by the UN, this listing includes asset freezing.

And, yes, I recognize that HMT should have deleted the “”2017” at the beginning of the 2nd line – but they didn’t, so…

And sorry for the bad astrology joke… but even sanctions gets a little boring after a while.
