September 15, 2017: HMT makes EU updates to UN DPRK sanctions changes

Last Friday, Her Majesty’s Treasury (HMT) implemented Council Implementing Regulation (EU) No. 2017/1509 – it updates 100 individual and 54 entities updated recently by the United Nations Sanctions Committee for the sanctions on North Korea. Since these updates take up 21 pages of a PDF document, Mr. Watchlist will not enumerate the changes here. However, with the exception of these 3 entity listings: 

  1. KOREA KWANGSONG TRADING CORPORATION
    Address:
    Rakwon-dong, Pothonggang District, Pyongyang, DPRK. Other Information: Annex IV XIII. UN listing. UN Ref KPe.026. The MID oversees the DPRK’s weapons production and R&D programs, including the DPRK’s ballistic missile program. The Second Economic Committee and the Second Academy of Natural Sciences are subordinate to the MID. Parent company is Korea Ryongbong General Corporation. Korea National Insurance Corporation (KNIC), a State-owned and controlled company, is generating substantial foreign exchange revenue which could contribute to the DPRK’s nuclear-related, ballistic- missile-related or other weapons-of-mass-destruction related programmes. Listing includes KNIC branch offices. Furthermore, the KNIC headquarters Pyongyang is linked to Office 39 of the Korean Worker’s Party, a designated entity. the changes are all administrative, such as date of last update changes, notations of where the listing appears in UN resolutions, or the fact that a listing is now an EU lising.
