Notice to exporters 2017/18: new controls on export of inflatable boats and outboard motors to Libya

On 17 July the Council of the European Union adopted new controls on the export and transit to Libya of certain boats and marine engines. These controls also apply to the provision of related technical assistance, brokering services, financing and financial assistance.

As a result, a licence is now required to supply these goods and related services to, or for use in, Libya.

EU member states will not grant a licence if they have reasonable grounds to believe that the item would be used for the smuggling of migrants and trafficking of human beings.

The new measures are contained in Council Decision (CFSP) 2017/1338 which amends Council Decision 2015/1333 and Council Regulation (EU) 2017/1325 amending Regulation (EU) 2016/44.

The new controls came into force on 19 July. The Regulation contains the specific list of items subject to control.
