March 23, 2017: SECO delists 2, changes a lot of Ukraine-related listings

On Thursday, Swiss officials removed the following 2 listings from their Ukraine-related sanctions: 

 

SSID: 175-29296 Name: Tsypkalov Gennadiy Nikolaiovych Spelling variant: a) Цыпкалов Геннадий Николаевич (Russian) b) Tsypkalov Gennadii Nikolaevich (Russian)
DOB: 21 Jun 1973 POB: Rostov Oblast, Russian Federation
Justification: Former so-called “Prime Minister” of the “Lugansk People’s Republic”. Previously active in the militia “Army of the South-East”. Tsypkalov has therefore supported actions and policies which undermine the territorial integrity, sovereignty and independence of Ukraine. Remains active in supporting separatist actions or policies. Modifications: Listed on 12 Nov 2014, amended on 2 Apr 2015, 11 Oct 2016, de-listed on 24 Mar 2017

SSID: 175-30396 Name: Pavlov Arseny Sergeevich Spelling variant: ПÁВЛОВ Арсéний Сергеевич (Russian)
DOB: 2 Feb 1983 POB: Ukhta, Komi Good quality a.k.a.: Motorola (Моторóла) Justification: a) Commander of the “Sparta Battalion”, an armed separatist group involved in the fighting in eastern Ukraine. b) In this capacity, he has actively supported actions and policies which undermine the territorial integrity, sovereignty and independence of Ukraine and further destabilised Ukraine. Modifications: Listed on 6 Mar 2015, amended on 6 Oct 2015, 23 Mar 2016, de-listed on 24 Mar 2017
