What is an end-user undertaking?

From gov.uk:

Undertakings are vital supporting documents which need to be submitted via SPIRE when applying for an export licence issued by the Export Control Organisation (ECO), part of the Department for Business, Innovation and Skills (BIS).

Undertakings are required as part of the end-use control risk assessment which is undertaken when a company makes a licence application. On receipt of an application and the attached undertaking document, ECOcarefully examine the proposed end-use and end-user.
