Why Nayif Bin-Muhammad Al-Qahtani was removed from sanctions lists

Because he was killed in 2010. The Guardian reported it in May 2010, after AQAP acknowledged his death. And it still took the UN 3 years to remove his listing.

And, as you know, OFAC doesn't remove the dead from its sanctions lists, so any assets left in their name can't be used for nefarious ends.

The last piece of the puzzle – it's kind of fun to hunt them down.
