Executive Order 13159, signed June 21, 2000, is entitled “Blocking Property of the Government of the Russian Federation Relating to the Disposition of Highly Enriched Uranium Extracted From Nuclear Weapons.” It does what it says it does – it blocks the Highly Enriched Uranium stores in Russia’s nuclear weapons and any and all property used to extract and dispose of it. Why? So that no one in the US can attach a lien to the property.
